When a data center requires grid or infrastructure upgrades, who should bear the cost?
Ratepayers and the utility, as with other large customers
How should tax abatements or incentives for data centers be handled?
Incentives are set in state law. I would keep them, but require each company to report jobs and investment every year and repay the abatement if it falls short.
